<p><span style="font-weight: 400;">Austin is at the beginning of a trip that will also take him to Jakarta, Indonesia, and Siem Reap, Cambodia, where he will attend the Association of Southeast Asian Nations&#8217; Defense Ministers Meeting Plus.  </span></p>
<p><span style="font-weight: 400;">The secretary reiterated that the new defense strategy sees China as the pacing challenge to the United States and the international rules-based system that has kept the peace since the end of World War II.  </span></p>
<p><span style="font-weight: 400;">But his Halifax remarks concentrated on what the U.S. defense strategy names as &#8220;an acute threat&#8221; — Russia. </span></p>
<p><span style="font-weight: 400;">&#8220;Keeping the international system open and secure is at the heart of everything that we do,&#8221; he said. &#8220;But today, that stable, open system is under threat — and not just from the generational challenge of the People&#8217;s Republic of China, but from a tragic, devastating war in the heart of Europe.&#8221; </span></p>

<p><span style="font-weight: 400;">Beyond the attack that threatens Europe, the Russian invasion of Ukraine &#8220;tears at the rules-based international order that keeps us all secure,&#8221; Austin said.  </span></p>

<p><span style="font-weight: 400;">The Ukraine Defense Contact Group, which Austin chairs, is a coalition of 50 nations that has raced to bolster Ukraine&#8217;s military capabilities. The nations have delivered air defense capabilities, anti-armor systems, ammunition, food, fuel and the training the Ukrainian military needs to operate these new systems effectively. &#8220;And they have rushed to invest in their industrial production to meet their own security needs even while giving Ukraine the capabilities to defend itself in the hard months and years ahead,&#8221; Austin said.  </span></p>
<p><span style="font-weight: 400;">The United States, along with fellow NATO allies, has strengthened deterrence and defense in Europe, Austin said. Even before Russia&#8217;s attack, the United States deployed or extended more than 20,000 more forces to Europe, bringing the current total to more than 100,000 U.S. service members across Europe. </span></p>

<p><span style="font-weight: 400;">The U.S. moved quickly and forward-stationed the V Corps Headquarters Forward Command Post, an Army garrison headquarters, and a field-support battalion in Poland. &#8220;Those are the first permanent U.S. forces on NATO&#8217;s eastern flank,&#8221; Austin said. &#8220;And we&#8217;re looking forward to welcoming Finland and Sweden, two highly capable democracies, to NATO&#8217;s ranks.&#8221;  </span></p>
<p><span style="font-weight: 400;">The secretary stressed that NATO is a defensive alliance that poses no threat to Russia and seeks no confrontation with that nation. &#8220;Make no mistake: We will not be dragged into Putin&#8217;s war of choice, but we will stand by Ukraine as it fights to defend itself,&#8221; he said. &#8220;We will defend every inch of NATO territory.&#8221;  </span></p>
<p><span style="font-weight: 400;">Austin said the rules-based international order is &#8220;one of the towering achievements of human government. It&#8217;s the structure of international institutions, alliances, laws and norms built at staggering cost by the Allies — including and especially the United States — in the awful aftermath of World War II.&#8221;</span></p>
<p><span style="font-weight: 400;">The Allies of World War II paid a staggering price in lives. &#8220;The price of stopping Nazi Germany and the Axis was almost unimaginable,&#8221; Austin said. &#8220;More than 400,000 American service members and more than 44,000 Canadians alone died in that war. And tens of millions of civilians around the world were lost to war and genocide. But the Allies prevailed — including the mighty contribution of the Soviet military, which suffered the shattering cost of an estimated 8 million dead or more.&#8221;  </span></p>
<p><span style="font-weight: 400;">The rules-based order grew out of the Atlantic Charter first promulgated in August 1941 after a meeting between President Franklin D. Roosevelt and British Prime Minister Winston Churchill in Newfoundland. The principles that FDR and Churchill laid out in the Atlantic Charter still ring true today, Austin said. &#8220;That charter decries aggression. It rejects territorial changes against the free will of the peoples concerned. And it respects the rights of all peoples, big and small, to choose their own governments.&#8221;  </span></p>
<p><span style="font-weight: 400;">That&#8217;s still the basis for the rules-based international order. &#8220;It is an order where small states have the same rights as large ones; where prosperity is shared by all peoples, not hoarded by empires or autocrats; where nuclear weapons are responsibly controlled, not used to threaten the world,&#8221; he said. &#8220;[It is an order] where disputes are solved by negotiations, not bloodshed; where sovereignty is respected, not trampled; where civilians are protected, not targeted; and a world where borders are honored, not redrawn by force.&#8221;  </span></p>
<p><span style="font-weight: 400;">The United States helped build the order and didn&#8217;t walk away from the responsibility for security as it did following World War I. &#8220;U.S. leadership helped build the rules-based international order, and U.S. leadership is vital to sustain it,&#8221; Austin said. &#8220;And the people of the world don&#8217;t want to go back, to endure a grim new era of upheaval, chaos and war.&#8221; </span></p>

<p><span style="font-weight: 400;">“Every second counts in an emergency, and this funding will allow drones to safely and more quickly deploy in moments when minutes matter,” said Acting FAA Administrator Billy Nolen.</span></p>
<p><span style="font-weight: 400;">The research will explore the use of drones in providing effective and efficient responses to different natural and human-made disasters. It will address coordination procedures among drone operators from federal agencies as well as state and local disaster preparedness and emergency response organizations. <p><span style="font-weight: 400;">Today’s announcement is the third round of Alliance for System Safety of UAS through Research Excellence (</span><a href="https://assureuas.org/faa-awards-2-8-million-in-drone-research-grants-to-assures-five-research-universities/" target="_blank" rel="noopener"><span style="font-weight: 400;">ASSURE</span></a><span style="font-weight: 400;">) grants, which brings the total to 20 grants valued at $21 million for Fiscal Year 2022. </span></p>
<p><span style="font-weight: 400;">The ASSURE Center of Excellence is one of six that the agency has established to help advance technology and educate the next generation of aviation professionals. Research conducted through ASSURE is focused on helping the drone community safely grow and integrate into the nation’s airspace.   </span></p>
<p><span style="font-weight: 400;">Earlier in 2022, Secretary Buttigieg outlined six key Innovation Principles the Department of Transportation will apply when fostering transportation technologies. Specifically, while continuing to commit to the highest standards of safety across technologies, these awards demonstrate the Department’s commitment to exploring ways to leverage innovation to help communities and public sector partners through experimentation.</span></p>
<p><span style="font-weight: 400;">More than 850,000 recreational and commercial drones are in the active drone fleet, and that number is expected to grow.</span></p>

<p><span style="font-weight: 400;">The Marine Corps&#8217; Medium-Range Intercept Capability (MRIC) prototype successfully hit several simultaneously-launched cruise missile representative targets from different directions and in different trajectories during the live-fire test at the White Sands Missile Range in New Mexico.</span></p>
<p><span style="font-weight: 400;">The MRIC prototype utilizes the USMC Gator radar and the CAC2S battle management system along with Iron Dome Tamir Interceptor and launcher to create an air defense system tailored to existing USMC assets and expeditionary requirements.</span></p>
<p><span style="font-weight: 400;">Head of the IMDO in the Ministry of Defense, Mr. Moshe Patel: “This test has proven the Iron Dome Tamir Interceptor and associated ground components can be integrated quickly and efficiently in any relevant defense architecture and intercept various aerial threats successfully in complex and advanced scenarios. We look forward to further partnerships with the US Armed Forces on Air and Missile Defense.&#8221;</span></p>
<p><span style="font-weight: 400;">“This demonstration proves that we do now have a relevant capability,&#8221; said Don Kelley, program manager for GBAD at PEO <a href="https://hls.today/all-topics/homeland-security-public-safety-and-intelligence/" target="_blank" rel="noopener">Land Systems</a>, immediately following the successful test.</span></p>
<p><span style="font-weight: 400;">Brigadier General (Res.) Pinhas Yungman, Executive Vice President and General Manager of the RAFAEL Air &amp; Missile Defense Division: &#8220;Once again, RAFAEL&#8217;s systems have proven that they are capable of seamless, optimized integration with other defense systems. The Marines live-fire test demonstrated a successful combination of a Iron Dome ground launcher, Tamir interceptor with the Marines&#8217; radar system and  battle management system.  This is an important and significant message for RAFAEL, for the Marines and the other customers in the United States and in the international market.&#8221;</span></p>
<p><span style="font-weight: 400;">The Tamir interceptor is a proven missile capable of intercepting Cruise Missiles, Unmanned Aerial Systems, Rockets, Artillery, and Mortar threats. It is developed by Rafael, who were contracted for the engineering and adaptation of Iron Dome to USMC requirements and associated testing support.</span></p>
<p><span style="font-weight: 400;">The Ministry of Defense&#8217;s Israel Missile Defense Organization (IMDO) in the Directorate of Defense Research and Development leads the development of the State of Israel&#8217;s multi-tiered missile and air defense array, based on four operational defense layers: Iron Dome, David&#8217;s Sling, Arrow 2 and Arrow 3.</span></p>

										<content:encoded><![CDATA[<p><b>Today, Defence Minister Anita Anand announced that Canada has finalized a contract to acquire the first two aircraft for the Royal Canadian Air Force (RCAF) that will replace and renew the capability currently fulfilled by the CC-150 Polaris fleet and later become part of the Strategic Tanker Transport Capability (STTC) fleet.</b></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">The contract for the procurement and preparation of two Airbus A330-200 aircraft, manufactured in 2015, was awarded to International AirFinance Corporation and is valued at $102M USD (taxes excluded).</span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">Since 1992, the CC-150 Polaris aircraft and its crews have provided outstanding service to Canada. The Polaris is the aircraft that provides the majority of air-to-air refueling for the Royal Canadian Air Force’s fighter fleet, allowing the RCAF to extend their range and operating time. This capability has seen extensive use at home and abroad, including on Operation IMPACT, where it delivered more than 65 million pounds of fuel to coalition aircraft. The fleet also fulfills many other roles, including military personnel and cargo airlift; strategic Government of Canada personnel transport; and medical evacuations.</span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">After nearly 30 years of outstanding service, the RCAF is looking to the future of this crucial capability, and with today’s announcement, we are moving forward to the next step of the Strategic Tanker Transport Capability (STTC) project.</span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">This project, which is Initiative #47 of Canada’s defence policy, Strong, Secure, Engaged (SSE), will replace and renew the RCAF’s air-to-air refueling capability for the next generation.</span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">The STTC project, within its currently approved scope, will acquire sufficient aircraft to provide the RCAF with three continuous lines of tasking to deliver on Canada’s defence policy, to defend Canadians, to meet Canada’s NORAD and NATO commitments, and allow our Canadian Armed Forces to continue to contribute to peace and stability abroad through their operations.</span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">The STTC aircraft will also be equipped to airlift large numbers of CAF personnel and their equipment in support of operations and training activities within Canada, including in Canada’s Arctic regions, and around the world, which will enhance the existing transport capacity provided by the CC-177 Globemaster and CC-130J Hercules fleets, allowing for the more efficient movement of personnel and equipment. And, as a multi-role aircraft, the STTC aircraft will provide the RCAF with increased flexibility, allowing planners to select the most appropriate aircraft for a specific airlift mission, and it will increase the RCAF’s ability to respond to unexpected operational requirements, such as domestic or international emergencies or humanitarian relief missions.</span></p>

<p><span style="font-weight: 400;">The exact number of aircraft in the Strategic Tanker Transport Capability fleet is currently anticipated to be six aircraft (including these two Airbus A330-200 aircraft). These two commercial aircraft will later be modified by Airbus Defence and Space to military specifications required to serve as multirole aircraft within the STTC fleet, and they will play an integral role in providing air-to-air refuelling, strategic airlift, aeromedical evacuations, and strategic Government of Canada personnel transport, including transport of the Prime Minister, Governor General, and others, for decades to come.</span></p>

<p><span style="font-weight: 400;"> These two used A330-200 aircraft, manufactured in 2015, are being procured at the best value for money for Canadians and they will meet the requirements of the Royal Canadian Air Force for decades to come. The modification to transform a commercial Airbus A330-200 into a strategic tanker, named by Airbus as the Multi-Role Tanker Transport (MRTT), can be applied to either new or used aircraft. Several allied nations have procured used A330-200 aircraft and have worked or are working with Airbus to convert those aircraft to the MRTT configuration to support their operations. All modifications, whether for new or used aircraft, will be completed through the Government’s contract with Airbus.</span></p>

These aircraft may initially be used to perform cargo, troop and passenger airlift operations. This could include, for example, the deployment of CAF troops and gear within Canada or overseas, the movement of civilian passengers in support of humanitarian relief operations, and transport of the Prime Minister, Governor General, and others. </span></p>

<p><span style="font-weight: 400;">The Industrial and Technological Benefits (ITB) Policy, including the value proposition, will apply to this project to leverage economic benefits for Canada equal to the value of the contract. Through the ITB Policy, the STTC project will leverage investments and business activities in support of Canada’s key industrial capabilities – supporting the defence industry and good Canadian jobs in regional economies.</span></p>

<p><span style="font-weight: 400;">More precisely,  the Armed Forces have to be involved in the prevention and response to fires in the summer of 2022, by participating on the fire safety patrols on a 24-hours basis. These patrols will be carried out without the participation of the personnel of the Fire Service or the Hellenic Police as happened in previous years. Hence, PFEARFU poses many questions to the political leadership on the issue, as to whether military personnel will be compensated for working overtime.</span></p>
