Requirements Title: Intelligence Training

Description: The United States (U.S.) Customs and Border Protection (CBP) Office of Intelligence (OI), Intelligence Enterprise Training Academy (IETA) provides comprehensive, integrated, performance-based training to enable the CBP Intelligence Enterprise workforce with the core and technical (tradecraft and subject matter expertise) competences necessary to execute the CBP Intelligence Enterprise mission. The IETA has established training programs that must be executed for the CBP IE to become fully functioning and operational in support of the U.S. CBP mission requirements. IETA has an existing training portfolio of at least 13 courses. Most of these training programs are ready for delivery as they currently exist, while some will require updates and enhancements. At the same time, at least 15 training content gaps have been identified in a recent job task to training analysis. These content gaps will require the application rapid development processes to build appropriate training from design through implementation. Courses will use appropriate e-Learning and/or classroom-based forms of instruction for delivery. The Contractor shall provide a broad range of intelligence training program services (for example – instructors, surveillance personnel, instructional system specialists) that will support the entire intelligence cycle across all CBP IE mission areas (including border security, immigration, counterterrorism, counterintelligence, counter proliferation, cyber network security, trade security, critical infrastructure, and other homeland security issues). Acquisition Strategy: small businesses on a GSA FSS or MAS and place a 5 year-single award-BPA on it that allows FFP Task Orders. Market Research has just begun and review thus far cannot provide a solid determination just yet.
